Russia has officially banned the popular online gaming platform Roblox, with the country's communications agency citing the presence of LGBTQ+ content as a primary reason. This move, reported by Russian state media outlet TASS, aligns with Russia's stringent laws that classify public LGBTQ+ advocacy as "extremist activity." The ban marks a significant block for Roblox in one of its key markets.
As a platform akin to Minecraft, Roblox allows millions of players worldwide to create, share, and engage with user-generated games and experiences. It hosts a wide array of interest-based communities, from military role-playing simulations to LGBTQ+ solidarity groups. However, Russia's legal framework has increasingly targeted such content, particularly since designating public LGBTQ+ advocacy as "extremist activity" in recent years, a classification that has drawn international criticism from organizations like Human Rights Watch.
Roblox has not yet responded to requests for comment regarding the ban.
Broader Content Moderation and Safety Challenges
The ban in Russia adds to a growing list of content moderation and user safety challenges for Roblox globally. The platform has recently come under scrutiny following reports alleging the exposure of underage users to child predators. This has led to legal probes from attorneys general in U.S. states like Texas and Louisiana.
In response, Roblox has implemented new safeguards, including age checks and enhanced content moderation tools aimed at keeping children safe. The company plans to introduce mandatory facial verification for chat access starting in January, though this technology itself raises privacy and safety concerns.
Furthermore, Roblox has recently instructed developers to flag experiences "primarily themed on a sensitive social, political, or religious issue," allowing parents of users under 13 to restrict access. This policy has drawn significant criticism from advocacy organizations such as Out Making Games, Women in Games, and BAME in Games, which advocate for minority groups within the gaming industry. In an open letter, these groups highlighted concerns that Roblox deemed topics like "pay equity in sports" as "sensitive."
"While parental controls serve an important purpose, they shouldn’t come at the expense of fundamental human dignity," the letter stated. "We are calling on Roblox to reconsider these guidelines and find ways to protect young users without legitimizing discrimination or silencing important voices."
The ban impacts a substantial user base, as app intelligence firm Appfigures estimates Roblox has been installed approximately 70 million times on mobile devices in Russia, with roughly 8 million downloads occurring this year alone.
